AGS – Administração e Gestão de Sistemas de Salubridade, SA focuses on the preservation of the environment, acting throughout the entire water cycle. Its activities range from consultancy and development of specialised engineering services to the management, operation, and maintenance of urban water systems and treatment facilities.
AGS adapts to the needs of its clients and partners, and can adopt different types of contractual schemes, such as Concessions, institutionalised public-private partnerships, and Service Provision.
The privately held company was established in 1988, with a share capital of 29,000,000.00€, and is currently owned by Marubeni and INCJ (Innovation Network Corporation of Japan). It operates mainly in Portugal and Brazil.
The mission of AGS is to provide services in the areas of management, operation, and maintenance of water collection, treatment, storage and distribution systems, and of wastewater drainage systems under Concession, institutionalised public-private partnerships or Service Provision arrangements, as well as engineering services.
For this purpose, the company always seeks to exceed the expectations of its clients, setting high quality standards, ensuring the highest consideration for the environment and populations, and the safety and welfare of its employees.

Chief Executive Officer
PhD in civil engineering (Infrastructure Strategic Asset Management in urban water utilities), MSc in hydraulics and water resources (scholar component) and civil engineering degree (Technical University of Lisbon - IST). Holds a MBA degree (Porto Business School). Working in the water sector for more than 15 years, with experience in several roles (from technical to management positions). Currently AGS CEO and non-executive Board Member in several AGS’ water utilities, both in Portugal and Brazil. Follows closely the AGS’ engineering department that is providing support and services to utilities in Portugal, Brazil and Chile.
Lawyer, Law Degree, Catholic University of Lisbon, having completed the curricular part of the Masters in Labor Law at the same university. She is post-graduate in Management and Corporate Law (Nova University), Law of Water (University of Lisbon) and Advanced Program in Public-Private Partnerships (Catholic University).
She is responsible for the legal department / legal support of AGS since 2003, with particular focus on the public procurement and management of public contracts in the water and wastewater sector, having followed the tender process for O&M agreements and for the award of all public service concessions and IPPP of AGS’ group, since then. She is member of the General Assemblies of the Group.
Degree in Environmental Engineer with post-graduation in management. Her professional activity has been always related to urban water systems management, having played roles in facilities operation and management, concessions projects design and engineering operational projects implementation in utilities.
Currently assumes the responsibility for the coordination of the department of engineering projects including areas such as operational systems efficiency, infrastructure asset management and information systems management. She is also responsible for the development of concessions projects and consulting services.
Concessions Management Support
Electrical engineering degree specialized in power systems and also in industrial electronics. He has experience in the semiconductors’ industry. He holds his business experience, mainly in the O&M management, renewable energy and the water sector, with a post-graduation in business management. He’s working in the water sector for more than 10 years with experience in several areas, from technical (basically O&M) to management positions, in water utilities. Nowadays he is AGS’ Director (Concessions Management Support) and non-executive Board Member in several AGS’ companies.
Quality, Environment and Safety
Degree in Environmental Engineering - Sanitary Engineering at the Faculty of Science and Technology of Universidade Nova de Lisboa, started her career at AGS by the end of 2000 as production engineer. Since 2001 as quality and audit manager, followed the certification of internal projects of quality management systems, environment and safety of AGS. In 2007 she started as Director of Quality, Environment and Safety. Since 2003, as Senior Safety Technician at AGS, she is responsible for Health and Safety Internal Service
Administrative and Financial Department
Has been in AGS since mid-2015 as CEO Advisor with responsibility for all finance, administrative and tax issues of the company. He holds a degree in Economics from the Portuguese Catholic University and an MBA from the University of Stirling in Scotland.
With more than 12-year career, he has made his entire career in the finance area of multinational companies. He started his career in a Portuguese Bank, in the "Corporate" sector, having been later in Ernst & Young as auditor in Retail / FMCG division, where he participated in audit and consulting projects in the areas of Retail, Construction, Oil & Gas and FMCG. Later, he was for seven years in Media Markt Portugal with different functions of Management at both operational and financial level and afterwards he also gained experience in the mining sector and tax advisory. Most recently he has been Finance Director of a Portuguese Group (Grupo Entreposto) in Automobile Sector.
Civil engineer with its degree revalidated in Brazil. He works in the water sector for 39 years, with experience in several roles (technical and management). Today he is Director, legal representative of AGS in Brazil, non-executive member of the Board of Directors of two concessions in São Paulo and member of the Management Committee of two operating and maintenance consortia in the state of Santa Catarina, Brazil.
He was responsible for the administration of nine concessions (three in Brazil, two in Macau and four in Portugal).
He worked twelve years in Macau (southern China) and eight years in Brazil.
The certification of AGS to manage the operation and maintenance of water and wastewater infrastructures under Concession, institutionalised public-private partnerships, or Service Provision was a groundbreaking measure in the water sector, resulting, over the years that followed, in well-established benefits for the clients, for AGS, and for society in general.
The implementation of NP EN ISO 9001 (Quality), NP EN ISO 14001 (Environment) and OHSAS 18001 / NP 4327 (Safety) standards led to the implementation of a series of internal procedures and methodologies that have allowed the company to work in a consistent and robust way, but still remaining extremely flexible across the entire AGS universe.
